After a long sleepless night , I just decided to stay up troubleshooting so I can now give a better run down:
I/O Board: Working
Transformer: Working
SUN PSU (Powers NAOMI, Coin Mech, I/O): Dodgy wiring connection and dubious voltages
Naomi 2: Faulty
Virtua Striker 3: Unknown (probably fine)
Coin Mech: Unknown (probably fine)
CRT: Bad Phosphor Burn In & need focus adjustment
Speakers: Working
Audio Amp: Working
Locks: All need removing (unable to remove or open the coin box door)
Re-assembled though 2 bolts that hold in the side covers i can not get to align properly so had to leave them out (not important and plenty other holding them on) and one of the bolts that connects the leg on the coin box side has a sheered off thread that I can’t get access to but again enough support already so not a real issue.
Potentially IC9 Ram is bad and possibly some of the others after it.
NAOMI ram apparently does not like a high 3.3voltage so the PSU probably spiked its voltages and fried some of them. I have manged to run my old Naomi inside the cabinet now though I will have to refurbish or replace the SUN PSU before it is used.
Going to try to source some replacement RAM. Seen some on Aliexpress but costs around £5 a pop, could take quite some time to arrive and no real idea about the real amount I may need if that is indeed the issue.
Already started to put feelers out for a replacement CRT and I might have a few leads already.
Though feels like this cabinet is going to end up costing me a lot more than I had hoped.
@Laevateinn reminded me that the SUN PSU have voltage adjusts hidden behind the front service door so I was able to tame its high voltages to make it safe to use!
The 5v was at 5.4v which I turned down to exactly 5.
The 3.3 was also rather high at 3.6 volt which I turned down as low as it could go which was 3.36v.
These high voltages coupled with the dodgy wiring to the PSU most likely were the cause the demise of the original NAOMI 2 that was inside of the cabinet…
But now with the voltages tamed and the wiring tacked into place so its not shorting, feel safe enough to insert my NAOMI + GDROM system into it to enjoy while I slowly fix the problems with the cabinet.
So now it has its permanent resting place in my living room setup:

Not a real issue and thankfully it looks like the leakage didn’t damage anything else.
Still waiting on replacement ram chips to be shipped from china so the NAOMI 2 repair is probably going to be stuck in limbo for quite some time now.
Ordered a full set of Sanwa buttons and Arcade sticks along with a replacement 2player 6 button control panel like I did with my Blast City arcade stick I made previously.
Man the prices rack up quickly. Unfortunately the person I used last time to get a control panel overlay from is out of stock at the moment and I can’t find anyone else selling them.
I also need to look into making a NAOMI Universal Kick Harness. The ones available to buy cost a bit too much considering in parts I can make one myself for peanuts.
If you want to DIY it and you’re good with only having one control panel, I’ve had success with 30mm and 24mm metal drill bits. The ones I’ve used have a centering bore guide, even better if you have a drill press.
You’ve already got the beginnings of a standard sega cabinet layout, you could save some money by just following something similar to this:
Actually it didn’t cross my mind to do this although it really should have.
I already bit the bullet on a replacement one that is pre-drilled anyway and the arcade artwork guy ran an overlay for me after I emailed him.
The current panel is a bit beat up, but having a 6 and 4 button panel wouldn’t be a bad idea if I get JAMMA/15KHZ games running in it as well at some point.
Really need a good way to get rid of the musty smell from the cabinet.
It seems to be lessening a bit but still a long way to go.
Simple Green is your friend here. A good dousing on the inside and out really reduces the smoky nicotine smell is Japan cabs. It’ll probably work for whatever smell has invaded your cab.
Definitely wear gloves though, that stuff will eat up your fingertips at the regular concentrated strength.
I finally tested my coin mech which should accept the following coins:
£2, £1, 50p, 20p and 10p
However £1 coins are rejected which is not unexpected since that coin has had changes to its size and weight in recent history. Oddly 20pence coins are accepted by the coin mech but the credit board is not adding credits for them.
